François Kalfon and 33 MEPs are calling on the European Commission to strengthen the framework to protect against foreign interference online.


The republic we celebrate today is the target of a continuum of war, especially in the digital space.


In Europe, every ballot is a new battlefield, where candidates are targeted by bot armies, deepfake battalions, and information squads misappropriated on X TikTok or Instagram.

A necessary update

 

As part of the DSA, already in 2024, the Commission published guidelines setting out the preferred tools against destabilisation campaigns.

 However, while Italy, Spain and France will hold their national elections in 2027, they need to be updated to better address the following challenges:

  •  The link between the European digital regulatory framework and national legislation on elections and the fight against interference.
  • Harmonised tools at European level for labelling AI-generated content.
  • Specific rules on transparency and auditing of recommendation algorithms during election periods, in particular recommendations related to users’ political affinities
  • Common rules for promoting official content and sources deemed reliable.
  • A clear and harmonised distinction between regular tools that can be mobilised to counter disinformation and those specific to electoral periods.

 

The presentation at the start of the summer of the French draft law on combating foreign interference and the European Democratic Shield must be an opportunity to establish a clear and harmonised framework for action to prevent attempts to destabilise elections.
